The Eligibility and Enrollment process ensures that all legitimate Kitsumkalum members can enroll to vote on a treaty.
Although Eligibility and Enrollment are often referred together, they are two different processes:
- Eligibility is the legal process of clarifying who is eligible to enroll to vote
- Eligibility follows strict criteria in determining who is eligible to be enrolled
- Enrollment is the legal process of registering eligible members to vote
- individuals who are not registered are not eligible to vote
Key aspects of Eligibility and Enrollment process include the establishment of clear eligibility criteria and the creation of enrolment procedures that uphold principles of fairness and transparency.
Important Note:
Individuals who are members of another nation are not eligible to be enrolled to vote on the Kitsumkalum Treaty, unless they withdraw their membership from the other nation, and take the necessary steps to become a member of Kitsumkalum.
Enrollment does not mean an individual is approving the treaty, enrolling is a means of obtaining informed consent and must be done through an active process.
