Fish & Wildlife Department: Designation FSC Permits 2025 – 2026

The Kitsumkalum Fish and Wildlife department would like to remind the Kitsumkalum Band members to obtain Freshwater and Saltwater fish designation permits to participate in the FSC fishery in freshwater and marine waters, with- in the Kitsumkalum Traditional Harvest Territory.

Also, a reminder to use Transportation Permits for the transportation of your FSC catch.

Designation Harvest Permits are valid for a one (1) month period.

Please report your catch to the FSC Catch Monitors or to the Fish & Wildlife office.

The AFS regulations are as follows;

This FSC Food Fish Permit is issued under the authority of the Kitsumkalum Indian Band and the Federal Fisheries Act and Subsection 4(1) of the Aboriginal Communal Fishing License Regulations. Fish harvested through this FSC Food Fish Permit will be under the Kitsumkalum Bands Allowable Allocation set by Department of Fisheries and Oceans Canada.

The following rules and regulations apply to fishing activity conducted by First Nations within Kitsumkalum Traditional Territory. The function of these regulations is to effectively manage and conserve the Fishery Resources within Tsimshian Territory. The rules and regulations listed are in force for 2025 and cover all marine and freshwater species. Food Fish Permits are personal and non transferable.

Access to the Kitsumkalum Food, Social and Ceremonial Fishery is a communal right and an individual privilege that is granted by the Kitsumkalum Fish and Wildlife Department. On behalf of the Kitsumkalum Indian Band. Kitsumkalum Fish and Wildlife Department will be issuing FSC Food Fish Permits. Indian Status Cards are not an acceptable proof of designation unless the Kitsumkalum Band Member is fishing by ROD AND REEL method only, Indian Status Cards will then be a sufficient proof of designation.

Kitsumkalum Band members must possess a valid FSC Food Fish Permit to participate in a Kitsumkalum Food, Social and Ceremonial (FSC) Fishery. FSC Food Fish Permits must be obtained from the Kitsumkalum Fish and Wildlife Department, Located at; 14303 Highway 16 West, Terrace, BC. Kitsumkalum Development Corporation and Resource Management Office,

Monday to Friday, 8:00am – 12:00pm, 12:30pm – 4:30pm.

Access to the FSC Fishery will only be allowed via First Nations owned and operated fishing vessel.

Fisher(s) participating in the FSC Fishery are required to provide accurate catch results prior to receiving further FSC Food Fish Permits.

If a person designated to harvest intends to use a Commercial Fishing Vessel to participate in the Tsimshian FSC Fishery, they must adhere to the following rules:

FSC Food Fish Permits must be carried on the Fishing Vessel at all times while the Fishing Vessel is being used in a Food Fishery or while transporting fish harvested from the FSC Fishery. The Fishing Vessel must be available for Fish Hold Inspections prior to engaging in a Commercial Fishery.

Fish harvested under the FSC Food Fish Permit must be unloaded from the Commercial Fishing Vessel at least Twelve (12) Hours prior to participating in a Commercial Fishery.

Commercial Fishing Vessel shall not be used to fish Salmon under the authority of this designation permit or FSC Food Fish Permit Twelve (12) Hours prior to, during, or Twelve (12) Hours after a Commercial Salmon Opening.

NOTE: Rules and Regulations are subject to change at any time.

The fishing activity must comply with the terms of the FSC Food Fish Permit with-out changes in gear or vessel. Any changes in gear type or vessel will require a new FSC Food Fish Permit application

Upon expiry of the FSC Food Fish Permit, Catch Results must be reported to the Kitsumkalum Fish and Wildlife Department. Failure to comply may result in suspension of future fishing privileges for a period of one (1) year. The Kitsumkalum Fish and Wildlife Department reserves the right to revoke any and all fishing privileges within Kitsumkalum FSC Fishery at any time.

Fisheries Resources harvested in the Kitsumkalum FSC Fishery may be used for Food, Social & Ceremonial purposes. Without prejudice to future regulations, individuals are not permitted to sell the Fishery Resources harvested within the Kitsumkalum Traditional Territory under the FSC Food Fish permit issued by the Kitsumkalum Fish and Wildlife Department.

Any Verbal or Physical Threats or Inappropriate Gestures to any Kitsumkalum Fish and Wildlife Staff Members or Damages to their personal property will lead to immediate suspension of Food, Social & Ceremonial Food Fish Permit for up to One (1) Year of incident date; any further incidence Criminal Charges will be pursued and up to Three (3) Years suspension of fishing under the authority of the Kitsumkalum multi Species Communal Fishing License will be recommended.

Transportation of Salmon caught under the authority of this FSC Food Fish Permit is authorized from;

00:01 hours Start of Fishing Time Period on the FSC Food Fish Permit to 23:59 hours end of Fishing Time Period on the FSC Food Fish Permit, 2025.
